Non-Resident for Tax Purposes with No Taxable Income

International students (who are non-residents for tax purposes) with no taxable income will only need to file the .

This form is essential for all international students and scholars in the U.S. because it helps determine residency status for tax purposes as well as tax requirements by excluding the days of presence for the purposes of the Substantial Presence test. If you are using to file other tax forms, the software will automatically complete and submit this form for you as well.

If you are not filing other tax forms with them, then Sprintax charges a fee to complete this form. However, they also offer a helpful, free blog with detailed instructions on by paper.

Documents Needed to Complete the Form

  • U.S. entry and exit dates found in your
  • Visa/Immigration status information, Form DS-2019 (for J visa holders) or Form I-20 (for F visa holders)

Be aware that many local offices providing tax assistance are not familiar with the specialized tax requirements for international students. Similarly, popular online tax services may not be compatible with international student tax requirements. It is recommended that any advice regarding taxes be sought out from an experienced professional who has knowledge of non-resident alien tax requirements. Do not use TurboTax, H&R Block, or other software unless Sprintax indicates that you are a "Resident Alien for Tax Purposes." These companies do not offer the forms that are required for non-resident aliens. Using these companies or their software may cause you to file your taxes incorrectly if you are a resident alien for tax purposes.

Local Tax Forms

Ohio’s local taxes are very decentralized, are different depending on location, and can be difficult to understand. The information below should help you determine if you need to file a Regional/Municipal Income Tax Form and/or School District Tax Form.

  2. Then enter your current address to determine if you are subject to School District Income Tax and/or a Municipal Income Tax.
  3. If the tax listed for either is above 0.00%, you will need to file a form for those taxes.

    • If the link from your city takes you to a local government website, search for “Tax Forms” on that page’s search tool to determine which form you need to file.
      • You should look for results labeled “2025 Individual Income Tax”, “2025 Tax Return Form”, “2025 Tax Forms”, etc. within the local government website
      • If you are not able to find your municipal income tax form, contact the local government using the contact information on their website to determine which form (if any) you must file:
